All Connecticut employers are required to report all newly-hired employees within 14 days of hiring them (or within 20 days if reporting via fax or mail).

PLEASE NOTE:

  • If an employee returns to work for your company after a separation of 60 days or more, the employee should be reported as a new hire.
  • The Date of Hire is the first day compensated services are performed by an employee.
  • Independent contractors (1099) whose services are valued at $5,000 or more in any 12-month period are to be reported as a new hire by the company contracting their services. Public Act 03-89 defines an independent contractor as an 'employee' and the company contracting as the 'employer'.
Different reporting options appeal to employers/agents with different numbers of new hires to report.
DIGITAL options for reporting your new hires:
  Arrow Online Data Entry   (for modest numbers of new hires)
(To use this option, you'll need to login using your existing CT.gov account or create one.
When creating a new account, your should enroll in Two-Factor Authentication (which will check to make sure it's you, each time you're logging in).
Once you're logged in using your CT.gov account, you'll have to enroll/sign up to report new hires the first time you access this service.
Make sure to have your Federal Employer Identification Number (FEIN) handy, as you'll need it early in the process, to specify which company you'll be reporting new hires for.
(Note: Third-Party Agents (TPAs) can specify more than one FEIN to report for))
  Arrow Secure FTP   (for large volumes or seasonal surges of new hires)
ANALOG options for reporting your new hires:
  Arrow Fax the first page of the completed CT-W4 form for each employee to 1-800-816-1108
  Arrow Mail the first page of the completed CT-W4 form for each employee to:
