Developed under the guidelines of the Workforce Investment Act of 1998, the Connecticut Workforce Investment System is a network of
state and local entities, partnered in the objective of meeting the needs of both employers seeking
more qualified employees and workers seeking jobs or to change or advance their careers.
These efforts are coordinated and monitored by regional Workforce Investment Boards,
which use local CT Works offices within their region to provide "One Stop" services.
Through this system, Connecticut job seekers are guaranteed access to information on job vacancies, career options, student financial aid,
relevent employment trends, and instruction on how to conduct a job search, write a resume, or interview with an employer.

The Connecticut Workforce Investment System can provide financial assistance to individuals by awarding
Individual Training Accounts (ITA's), which can be used to subsidize or pay the full cost of a number of qualified training programs.
An ITA is an account established at one of the local CT Works Centers on behalf
of an eligible participant. ITA accounts are funded by adult and dislocated worker programs which were authorized under Title 1 of the
Workforce Investment Act.
Individuals must apply for and be determined eligible for training assistance through consultations with a case manager at the nearest "CT Works" location.
The participant is then given the ability to choose between various qualified providers and programs to determine the training path that is best for them.
